تتجه أستراليا إلى منح مستخدمي وسائل التواصل الاجتماعي مزيداً من التحكم في المحتوى الذي يظهر أمامهم، عبر تشريع مقترح يُلزم المنصات بإتاحة خيار تعطيل استخدام الخوارزميات في تحديد المحتوى المعروض على صفحات المستخدمين.

وقال رئيس الوزراء الأسترالي أنتوني ألبانيز للصحافيين في كانبرا، إن الحكومة ستلزم منصات التواصل الاجتماعي بتوفير أدوات تمنح الأشخاص الذين تزيد أعمارهم على 16 عاماً «خياراً حقيقياً ومستداماً» بشأن المحتوى الذي يشاهدونه عبر صفحاتهم.

ويتضمن التشريع المقترح إجراءات لحماية الأطفال من عدد من أنواع المحتوى الضار، من بينها المواد التي تروج لاضطرابات الأكل، والأفكار العدائية تجاه النساء، والمواد الإباحية، والجريمة، والأفعال الخطرة، إلى جانب المحتوى الذي قد يتسبب في أضرار أو ضغوط شديدة على الصحة النفسية.

وتأتي الخطوة ضمن مساعي أستراليا لتعزيز حماية الأطفال على الإنترنت ومنح المستخدمين سيطرة أكبر على تجربتهم الرقمية، بعد إقرارها في ديسمبر الماضي قوانين تحظر على الأطفال دون سن 16 عاماً امتلاك حسابات على عدد من أكبر منصات التواصل الاجتماعي، من بينها إنستغرام وفيسبوك وتيك توك.

وأكد ألبانيز أن التشريعات الجديدة تمنح المستخدمين حرية الاختيار، وفي الوقت ذاته تحمّل شركات التكنولوجيا الكبرى مسؤولية عدم اتخاذ الإجراءات المطلوبة، محذراً من عقوبات كبيرة بحق الشركات التي لا تلتزم بالقوانين.

وقد تصل العقوبات بموجب تشريع «واجب الرعاية الرقمية» المقترح إلى 78.6 مليون دولار أمريكي، ما يعادل 109.2 مليون دولار أسترالي.

وأوضحت الحكومة أن منصات التواصل الاجتماعي ستكون ملزمة بإرسال إشعارات إلى المستخدمين الجدد والحاليين، تتيح لهم اختيار الطريقة التي يُحدد بها المحتوى الذي يظهر افتراضياً على صفحاتهم.

Australia is moving towards giving social media users more control over the content that appears before them, through proposed legislation that would require platforms to provide an option to disable the use of algorithms in determining the content displayed on users' pages.

Australian Prime Minister Anthony Albanese told reporters in Canberra that the government will require social media platforms to provide tools that give individuals over the age of 16 a "real and sustainable choice" regarding the content they see on their pages.

The proposed legislation includes measures to protect children from various types of harmful content, including materials that promote eating disorders, hostile ideas towards women, pornography, crime, dangerous acts, as well as content that may cause harm or severe stress to mental health.

This step is part of Australia's efforts to enhance online protection for children and give users greater control over their digital experience, following the enactment last December of laws prohibiting children under the age of 16 from having accounts on several major social media platforms, including Instagram, Facebook, and TikTok.

Albanese emphasized that the new legislation gives users the freedom of choice while also holding major tech companies accountable for failing to take the necessary actions, warning of significant penalties for companies that do not comply with the laws.

Penalties under the proposed "Digital Duty of Care" legislation could reach up to $78.6 million USD, equivalent to $109.2 million AUD.

The government clarified that social media platforms will be required to send notifications to new and existing users, allowing them to choose how the content that appears by default on their pages is determined.
